Some important facts/conditions are know about VRS 

1.Ex Gratia shall be paid into in two installment.First 50 % will be paid before March-2020 and another 50 % in year 2020-21.
2.Pension is monthly amount w.e.f. 01.02.2020.
3.GPF ,EL etc. shall be paid.
4. Gratuity will be paid on completion of 60 years or in 2025.The interest on gratuity 7.9 %.
5.Employee will not be eligible for employment in any other CPSE.

Here we will Example to Calculation of VRS package:Finally Govt have gave VRS scheme for BSNL - MTNL employees.
Sample Calculation of Ex-Gratia
Sample 1.
For VRS absorbed employees :If  
Basic Pay  =Rs 20,000 per month
DA @146.7% as on effective date os VRS =Rs 29,340/- per month
Total Salary of Month  =Rs 49,340/- per month
Per Day Salary =49,340/30= Rs 1644.67
Completed years of Service = 30 years 03 months
Remaining year of Service = 03 years 08 months

(a) Compensation for completed years =35 x 30.25 x 1644.67 = Rs 17,41,294/-
(b) Compensation for remaining Service =25 x 3.67 x 1644.67 =Rs 1,50,898/-
(c) Total compensation  = Rs 18,92,192/-
(d) Salary of reaming Service =49,340 x 44 = Rs 21,70,960 /-
(e) Ex - Gratia as per Gujrata Pattern = minimum of (c) and (d) =  Rs 18,92,192/-
(f) Total pension payable after VRS for remaining service  = Rs 10,85,480/-
[ i.e. (Basic pension of Rs 10,000/- + Dearness relief of Rs. 14,670/-) x 44 month]
(g) 125 % of gross Salary of the remaining period of service =Rs 49,340 x 44 x 1.25=27,13,700/-
(h) Ex-Gratia plus total pension = (e) +(f) =Rs 29,77,672/-
(i) As the Ex -Gratia plus Pension is more than 125 % of salary of remaining period of service ,the Ex- Gratia = (h) - (g ) = Rs 2,63,972/-
(j) Eligible amount of Ex-Gratia = (e) - (i) =Rs 16,28,220/-
Sample 2:


Basic Pay  =Rs 26,500 per month
DA @146.7% as on effective date os VRS =Rs 38,876/- per month
Total Salary of Month  =Rs 65,376/- per month
Per Day Salary =49,340/30= Rs 2179.18
Completed years of Service = 18 years 02 months
Remaining year of Service = 08 years 03 months

(a) Compensation for completed years =35 x 18.17 x 2179.18 = Rs 13,85,852/-
(b) Compensation for remaining Service =25 x 8.25 x 2179.18 =Rs 4,49,457/-
(c) Total compensation  = Rs 18,35,309/-
(d) Salary of reaming Service =65,376 x 99 = Rs 64,72,175 /-
(e) Eligible amount of Ex-Gratia = minimun of (c) and (d) = Rs 18,35,309/-


Let us assume one complete 34 years of service on attaining super attenuation age.

CASE - I

Suppose a employee age is 54 years willing to take VRS

Year of service left =6=6x12=72 months

As per VRS model

1.     35 days salary for each completed year of service.
2.     25 days salary for each reaming year of service

Calculation as per above

=6x25+28x35=1130 days =37.67 months’ salary

Years of service =6=12x6=72 months

Pension for 72 months = salary of 36 months

Total equivalent month’s salary for an employee OPTING for VRS =36+37.67=73.67 months
Months of service Left =72 Months

It is evident from the above calculation that an employee opting for VRS will be paid more rather than employee opting to stay.

Before the calculation let’s some rules that you have followed to make this formula.


1. Each employee completed year of service 35 days and the remaining service 25 days are taken into account.

2. The VRS scheme amount should not be greater than the total remaining of salary.

3. The Remaining service of employee must be less than 10 Years.

4. Maximum compensation will be up to 40 Months Salary amount for the remaining service of an employee.

5. The minimum service complete period in BSNL/MTNL is 15 Years.
And we have added the Ex-Gratia amount with Leave Encasement and Gratuity amount.

  • The PSU will not reduce the retirement age of 58.
  • For BSNL - MTNL VRS formula, employees will get 100-125 per cent of the remaining years of service, including pension.
  • 4G spectrum allotted BSNL- MTNL
  • Both company was to be allocated administrative 4G spectrum.The 4G NETWORK will be made in this calendar year.
  •  BSNL and MTNL is ready to 80,000-1 lakh towers in the next 12-15 months at a cost of  Rs 15,000 crore for 4G network services.

Transferring of employees will be “inevitable and compulsory” as in performance oriented system.
